Only add automatic discounts when qualifying products are added to the basket

Currently automatic discounts are added to every basket, regardless of basket contents. This can be confusing when a discount is applied with no apparent effect to the bill. The preferred workflow would be to trigger the automatic discount only when there are items in the basket that should qualify for it.
