Pre-order restrictions on deals/categories available for a fixed time

pre-orders to take into account deals/categories that are only available at fixed times so people can't order those items for a time outside of when they are available e.g. if there is a lunch deal between 1-3pm, people shouldn't be able to place a preorder for lunch deal at 1pm if they selected delivery time as 5pm.
